		<description><![CDATA[Local. Really local. Perhaps the word should be locale. Cities and Counties trying to realize the will of their constituents will be an interesting story this year.

Small community energy, non-investor-owned utilities will be leaders, and there will be epic battles with the entrenched providers.  

Large projects will find it hard to get off the ground due to a combination of political issues (Mojvae desert off limits), the credit crunch, and too many masters.  &quot;Green&quot; electricity price per kWh will rise for the third consecutive year as local mandates create more demand than supply.  Overall power generation will still be trivial, but it will be a seller&#039;s market if you can get more than a megawatt online.

PG&amp;E will make their 20% renewables goal, but only through creative contracting and accounting for future purchases as current portfolio.]]></description>
